TheDepartment of State an ongoing need to provide global advisory services.Weak or non-existent security sectorsrepresent significant obstacles to sustainable development and democracy.The development of professional partnernation security forces rooted in the rule of law and accountable to civilianoversight are critical to reducing threats to the United States.Services will include, but not be limited to,advisory, training, and facilitation services globally.
SAIC has immediate availability for multiple positions in areasto include Lebanon, Palau and the Solomon Islands, and Oman.
Dutieswill include providing reach-back facilitation services to Host Governmentinstitutions, organizations, and military units.Services may include deployment offacilitators or facilitation teams to meet key objectives in the core elementsidentified and defined at the Task Order level.Additional elements for facilitation services may be determined at theTask Order level as this is not an exhaustive list.Duration of the facilitation services will bedetermined at the Task Order level.Although the exact requirements will vary at the Task Order level,facilitators may be required to:
Providereach-back capability to be able to provide Subject Matter Experts who canfacilitate dialogue through meetings or workshops with the Host Nationinstitutions/organizations/units, the U.S. government, and relevantstakeholders to assess needs, develop strategic, operational or tacticalrequirements, or monitor and evaluate progress to achieve sustainableinstitutional reform:
Designeffective dialogue processes to facilitate a change management process
Evaluateand report on the meetings and workshops
Recommendfollow-on activities to ensure Host Nation institutions/organizations/unitsdevelop professional, effective, and accountable systems and doctrine relatedto the critical elements above.
While some facilitation support activitiesmay take place in a traditional office setting, others may require thefacilitators to operate primarily in the field alongside the Host Nationforces.The contractor shall be preparedto support its facilitators or facilitation teams with the full range of equipment(including computers, personal protective equipment, and reliable and securecommunications), transportation, and life-support services (shelter, rationsand potable water, medical supplies, and medical evacuation services) requiredto carry out facilitation activities in austere and dangerous conflict andpost-conflict environments as required in the Task Order.
Education & Experience:
Bachelor s degree and at least and at least three (3) years prior professional experience working in the relevant specialized discipline(s).
Medical requirements will be defined at the Task Order level.
Min five (5) years of experience with maritime strategy, maritime law enforcement and security operations, maritime information and intelligence fusion, maritime security policy, and maritime security matters at the operational and strategic levels required.
Min six (6) years prior services within the U. S. Coast Guard/Navy service. Demonstrated supervisory experience in a U.S. Coast Guard sector/district command center or U.S. Navy maritime operations center responsible for command and control, maritime domain/situational awareness, and information/intelligence management.
Demonstrated experience in operations, planning, exercises, training, developing and implementing standard operating procedures, developing and implementing watch stander job qualifications and requirements, and managing operations center personnel.
U.S. citizen.Moderate Risk Public Trust (MRPT) certification issued by the Bureau of Diplomatic Security (DS/SI/PSS)
Demonstratedexperience as a U.S. Coast Guard Command Center Chief. Demonstrated experience working in service,combatant, and strategic level headquarters, e.g., OPNAV, OSD, Joint Staff,USCG, ONI, and/or COCOM staff, highly desired.
Background inMDA, related MDA operations and intelligence/information management, fusion,and support. Experience advising foreign military or government at theoperational or strategic level.
Demonstratedability to work in an environment with limited resources and to applyinnovative and creative solutions to resolve problems.
Provenself-starter who can be successful working independently at variousorganizational levels and with executives/managers/leaders/staffs from multiplefunctional areas and cultural backgrounds.
Demonstrated communication skills and theability to work collaboratively with counterparts to help them achieve goalsthrough the provision of quality advice, support, and mentoring.
Proven success inindividual and organizational capacity building and aptitude to shareknowledge, mentor and coach others.
